ASSIGNMENT TITLE: CONSULTANCY SERVICES TO CONDUCT A REGULATORY IMPACT ASSESSMENT (RIA)

The Government of Uganda,  - Government tenders  - represented by the National Information Technology Authority - Uganda (NITA-U), has received financing from the World Bank towards the cost of the Uganda Digital Acceleration Project - Government Network (UDAP-GOVNET) and intends to apply part of the proceeds for consulting services to conduct a Regulatory Impact Assessment (RIA).

The Consultant will have overall responsibility for the consultancy services to conduct a Regulatory Impact Assessment (RIA)

The duration of the assignment will be Three (3) months from the date of signing the contract.

The National Information Technology Authority - Uganda now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The Shortlisting Criteria for the firm’s capacity and experience are:


  • Demonstrated experience in conducting at least One (1) Regulatory Impact Assessment in Uganda or a country with similar developing conditions;

  • Demonstrated experience in undertaking at least three (3) assignments on developing public policies, guidelines, feasibility studies, action plans or strategies in the ICT field while delivering timely results;

  • Demonstrated knowledge and experience in handling World Bank or other developing partners consultancy assignments in impact assessment for socio-economic development of Uganda.

  • The consultancy firm must demonstrate the ability to field a team of experts with the required qualifications and experience to carry out the assignment; Team Leader, Advisor/Expert in Policy and Strategy, Legal Expert, ICT Experts (2). At least two (2) of the experts should be Ugandan citizens.

The attention of interested consultants is drawn to Section III, paragraphs 3.14, 3.16, and 3.17 of the World Bank’s ‘Procurement Regulations for IPF Borrowers’ dated November 2020 (Procurement in investment Project Financing; Goods, Works, Non-Consulting and Consulting Services), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms to enhance their qualifications but should indicate clearly whether the association is in the form of a joint venture and/or a sub-consultancy. In the case of a joint venture, all the partners in the joint venture shall be jointly and severally liable for the entire contract, if selected.

A consultant will be selected in accordance with the Consultants Qualification Selection (CQS) method set out in the World Bank Procurement Regulations. Further information can be obtained at the address 0800 to 1700 hours from Monday to Friday at the address given below.

Expressions of interest (One Original plus two copies and one soft Copy) must be delivered in written form to the address below (in person) by Monday, 24 February 2025 at 11:00am.
